This study analyzed the evaluation project of urban parks by the Ministry of Land, Infrastructure, Transport, and Tourism, Japan, and clarified the relationship between the evaluation index and parks’ functioning. Due to the survey, when the correspondence between the evaluation index and the functioning was analyzed, the evaluation index regarding the function of the landscape was not shown. Moreover, the presence or absence of related projects constituted an evaluation index for the functioning of tourism and vitality, and their actual state has not been evaluated. Therefore, it is necessary to develop an index to evaluate the performance of functions based on human use, such as landscape and tourism.
